    Mislatel postpones launch date to early 2021

    The Philippines’ Mislatel has postponed the expected start date of its commercial operations to early 2021 as a result of delays receiving a key certificate that will allow it to operate.

    Mislatel, the joint venture established and selected to become the Philippines’ third operator, has moved the start date from its initial target of late 2020.

    Mislatel is jointly owned by China Telecom and local businesses owned by tycoon Dennis Uy.

    The company is still waiting on the issuance of a certificate of public convenience, but the Department of ICT is still waiting on a ratified Congressional resolution on the validity of Mislatel’s operating franchise before this certificate can be issued.

    If the certificate is still not issued this month as anticipated, the commencement date could potentially be delayed further.

    Last month the Senate approved a change in ownership of the franchise Mislatel intends to operate under to the consortium, in order to circumvent issues surrounding the validity of the franchise as a result of former non-compliance with its terms.

    The franchise, which had been held by a company owned by Uy that was also known as Mislatel, had required the commencement of operators within a year of its issuance. This requirement had not been fulfilled, leading to concerns that the franchise was null and void. The Mislatel consortium had also failed to notify the government about a change in ownership of the franchise.

    But the Senate overwhelmingly voted for a resolution to approve the change of ownership to maintain the validity of the franchise.

    China Telecom chief moves to China Mobile

    China Telecom announced that Yang Jie (pictured) has resigned from his role as chairman of parent company China Telecom Corporation, and has been re-designated as chairman of China Mobile Communications Group.

    Yang has also resigned from his positions as executive director, chairman and CEO of Hong Kong-listed China Telecom Limited, due to the change in work arrangement, according to a company announcement released last week [pdf].

    He replaces Shang Bing, who is stepping down as chairman of China Mobile upon reaching retirement age.

    Shang, a former vice minister of the telecom watchdog, the Ministry of Industry and Information Technology (MIIT), was appointed the chairman of China Mobile in September 2015 when the Beijing government reshuffled the heads of the country’s three state-owned telecom carriers.

    In a statement, China Mobile acknowledged Shang’s outstanding contributions to the company with “the highest regard and deepest gratitude”.

    The changes take effect on March 4, 2019.

    Yang was chairman and CEO of China Telecom since May 2016 and previously served as the company’s president and COO. China Telecom hasn’t yet made any announcement on Yang’s replacement at the company.

    China Telecom enters Philippines third telco fray

    China Telecom and Telekom Austria’s Mobiltel have become the latest companies to purchase bid documents for the selection process for the Philippines’ third telco player.

    The operators purchased bid documents from regulator NTC on Saturday.

    The two overseas companies have joined six others, including Norway-based Telenor and fixed line operator Philippine Telegraph and Telephone (PT&T), in purchasing the application documents for the beauty contest style section process.

    China Telecom was approached by Philippines president Rodrigo Duterte last yearwith the opportunity of being awarded the third telco license, before the government elected to hold the selection process instead.

    Any overseas entity winning the third telco license will need to establish a joint venture with local companies in order to comply with the Philippines’ restrictions on foreign ownership in telecoms infrastructure.

    Meanwhile local company NOW Telecom, which has been vying to become the market’s third telco and has been fighting a legal battle to disrupt the selection process, has had its application for a temporary restraining order against the selection process rejected by a Manila court.

    The court reportedly found no basis for the restraining order on the grounds that NOW’s case does not meet the requirements such as a clear right to be protected, or an urgent need for an injunction due to the risk of irreparable injury.

    Bidders will have until early November to submit their bids for the selection process, which will be judged on criteria including guaranteed investment and rollout commitments.

    China Telecom signs interconnect deal with HGC

    China Telecom and Hong Kong based fixed line operator HGC Global Communications (HGC) have signed an agreement to build a network interconnection system via the Hong Kong-Zhuhai-Macau Bridge.

    Once completed later this year, the HZM Bridge will be the longest cross-ocean bridge in the world, spanning 55km and directly connecting mainland China to Hong Kong and Macau.

    The two operators plan to deploy a fiber connection along the HZM Bridge to meet anticipated growth in cross-border network traffic and demand for low-latency connectivity across the Greater Bay Area region.

    China, Hong Kong and Macau are involved in the Guangdong-Hong Kong-Macau Bay Area initiative to enhance economic activity in the area and improve the level of co-operation within the region. The project aims to help put the telecoms infrastructure in place to support this increased activity.

    “China Telecom is pleased to establish an interconnection with HGC at the HZM Bridge,” China Telecom managing director of global business Deng Xiaofeng said.

    “With both parties’ diverse network connection routes and our history of close cooperation, the new fiber connection will provide customers of both parties with stable and reliable service, meeting the ever-increasing demand in the Greater Bay Area and neighboring countries and regions.”

    China Telecom has established cross-border links with ten operators in Hong Kong and Macau across five ports since 1998, helping boost total traffic capacity in the region to 17Tbps.

    China Telecom signs IoT deal with Bridge Alliance

    China Telecom has forged an IoT business partnership agreement with APAC and MEA mobile industry group Bridge Alliance.

    Under the agreement, China Telecom will be able to provide IoT and M2M services to multinational enterprise customers across Bridge Alliance’s footprint of 34 markets.

    Bridge Alliance members will likewise be able to take advantage of the partnership by extending their own IoT services into China.

    The partnership will leverage Bridge Alliance’s technical and commercial capabilities to provide homogeneous solutions across its footprint, taking advantage of the simplicity of a single point of integration with China Telecom.

    Both China Telecom and Bridge Alliance members have deployed common connectivity platforms to provide customers with a unified experience when deploying their solutions across multiple markets.

    The Asia-Pacific excluding Japan IoT market is predicted to surge to $455 billion in 2021, making it the top region for IoT investments in the world, according to IDC.

    “We are excited to join Bridge Alliance as a business partner. China Telecom has a strong portfolio of multinational enterprise customers who are looking to deploy their products and services across the Asia Pacific, Middle East and Africa regions. Bridge Alliance is the ideal partner to fulfil such requirements,” Chian Telecom managing director of global business Deng Xiao Feng.

    China Telecom, Huawei complete 400GE tests

    China Telecom Guangzhou’s Research Institute and Huawei have completed the first 400 Gigabit Ethernet (400GE) test, confirming that the technology possesses the qualities required for commercial deployment.

    The tests over China Telecom Guangzhou’s network and terminal key laboratory verified 400GE port functions including line-speed forwarding, multi-service stacking, and fault reporting.

    China Telecom Guangzhou Research Institute was responsible for determining network requirements and test case design and overseeing the test. Huawei supplied backbone routers supporting 400GE port forwarding.

    Huawei said that under real-world network traffic conditions at full bandwidth 400GE ports experienced zero packet loss in line-speed forwarding.

    Multi-service stack tests also indicated that bundled 400GE and 100GE ports could implement precise load balancing, that the transmission distance was as far as 10 km and that protocol-based forwarding, loopback and fault reporting functions were all normal.

    The trial was conducted as part of the two companies’ 400GE R&D partnership, which they announced in 2016. This partnership is aimed at developing live-network service requirements, application scenarios, standards formulation, and technology R&D.

    “In the final release of the 400GE technology standard, China Telecom Guangzhou Research Institute and Huawei performed the world’s first 400GE port tests based on requirements of the live network, realizing a combination of network requirements and technical R&D,” China Telecom Guangzhou Research Institute IP technology research owner Zhu Yongqing said.

    “The test results reached expectations. In the future, we will cooperate with Huawei and other partners to promote development of the 400GE industry and maturation of the supply chain, ultimately driving the development of China Telecom’s network and the national broadband infrastructure.”

    The standardization process for 400GE is expected to be complete by the end of the year.

    China Telecom Global launches SD-WAN service

    China Telecom Global has launched a new SD-WAN service portfolio in partnership with software-based networking and security company Versa Networks.

    The new service offering enables direct and secure access to public cloud services such as Microsoft Azure and Amazon via backbone networks, and will be accessible via mobile devices.

    It also uses Versa’s carrier-grade NFV software to provide an on-the-go network diagnostics solution for customers.

    Nodes for the service have been set up in Hong Kong, Singapore, Sydney, Tokyo, Los Angeles, Paris, Frankfurt, Kuala Lumpur, Jakarta and Mumbai, and the offering will grow to over 30 PoPs across APAC, Europe and North America by the end of the year.

    CTG also plans to extend the service coverage to major cities in China, including Beijing, Shanghai, Guangzhou and Shenzhen using parent company China Telecom’s domestic resources.

    “Today we are delighted to offer a new industry benchmark in enterprise network services for the new business world,” China Telecom Global EVP Joe Han said.

    IoT to be a $1.8tr revenue opportunity for cellcos

    The Internet of Things will represent a $1.8 trillion revenue opportunity for mobile operators by 2026, thanks in part by the early deployment of commercial low power wide area (LPWA) networks in licensed spectrum, according to the GSMA.

    Research conducted for the industry association by Machina Research found that new mobile IoT applications and services represent huge growth opportunities for mobile operators.

    To date 12 operators have launched 15 commercial mobile IoT services. These include China Mobile, China Telecom and China Unicom, South Korea’s KT and LG Uplus as well as Singapore’s M1.

    Operators are enhancing their  their licensed cellular networks with narrowband IoT (NB-IoT) and LTE machine-to-machine (LTE-M) technologies utilising global 3GPP standards.

    Mobile IoT networks are expected to have 862 million active connections by 2022, representing 56% of all LPWA connections.

    The largest revenue opportunities for the IoT include consumer demand for connected home ($441 billion), consumer electronics ($376 billion) and connected car ($273 billion) technologies.

    The connected energy market is meanwhile expected to reach $128 billion by 2026 as local governments and consumers seek smarter ways to manage utilities, and revenues from connected cities are on track to reach $78 billion by this time.

    “There is a real sense of momentum behind Mobile IoT networks in licensed spectrum, with multiple commercial launches around the world, as well as the availability of hundreds of different applications and solutions, but there is still much to be done,” GSMA CTO Alex Sinclair said.

    “Many operators are already reaping the benefits of deploying Mobile IoT and we encourage others to act now to capitalise on this clear market opportunity and further accelerate the development of the Internet of Things.”

    China Telecom 1H17 profit grows 7.4%

    China Telecom has reported a 7.4% growth in net profit for the six months ending in June, even amid an intensifying competitive environment.

    Net profit for the half-year period reached 12.54 billion yuan ($1.88 billion), on the back of a 4.1% year-on-year increase in revenue to 184.12 billion yuan.

    Service revenues grew 6.8% over the same period – surpassing the industry average growth rate – to 165.85 billion yuan. Mobile revenues were up 12.2% to 75.7 billion yuan as the company completed the deployment of its full coverage 4G network incorporating its refarmed 800-MHz spectrum.

    China Telecom’s total mobile subscriber base grew by 14.85 million during the six month period to reach 230 million, with 4G handset users up 30.15 million to 152 million.

    On the fixed line side, China Telecom’s fiber coverage reached 92% as its FTTH subscriber base increased by 11.24 million to 117 million.

    During the period China Telecom also made progress with its planned Transformation 3.0 strategy, which is focused on “network intelligentization, service ecologicalization and operation

    intellectualization.” The company plans to continue with this strategy in the coming quarters.

    Despite the results, China Telecom’s board has elected not to pay an interim shareholder dividend for the period citing its capital requirements for future development.

    China Telecom expanding data center reach

    China Telecom is expanding its data center capacity in Hong Kong as part of the collaboration agreement with Global Switch signed in April.

    The company has added a new floor with its Shatin data center to increase server capacity, and has also arranged to build and operate the colocation areas for two of the new buildings from the in-construction Global Switch Tseung Kwan O (TKO) data center.

    The agreement with Global Switch is designed to allow China Telecom to tap into its partner’s extensive data center capacity outside of mainland China.

    The 45,000 square meter TKO data center will offer a power capacity of up to 70 mega-volt amps.

    It is expected to boast Tier 3 status and also provide access to local and international Tier 1 and Tier 2 carriers, and to boast connectivity to three subsea cables – the Asia-Pacific Gateway, the Asia-Submarine cable Express and the East Asia Crossing – due to its proximity to the TKO landing station.

    The facility is targeting LEED Gold and BEAM PLUS Gold energy efficiency ratings.

    China Telecom subsidiary China Telecom Americas has meanwhile expanded its network coverage in North America with three new PoPs, in Oregon and Illinois in the US and Quebec in Canada.

    The network expansion is aimed at bolstering the operator’s trans-Pacific proposition and helping the company stay ahead of growth in demand for bandwidth.

    “China Telecom is proud to be enhancing its Hong Kong data center portfolio with the expansion of its best-in-class Shatin facility and the addition of a new site at Tseung Kwan O in partnership with Global Switch,” China Telecom Americas President Joe Han said.

    “China Telecom’s latest investment in Hong Kong data centers and North America points of presence means our customers can expect reliable, low-latency, worldwide connectivity. This will enable them to deploy applications fast and flexibly.”

    China Telecom joins HomeGrid Forum

    China Telecom’s main research arm the China Telecom Shanghai Research Institute has joined the HomeGrid Forum to support the deployment of G.hn technology in Asia.

    The Institute has been working on G.hn related products for more than three years, with China Telecom selecting G.hn as its home networking technology of choice.

    China Telecom Shanghai announced its first public tender request for G.hn devices earlier this year, marking the start of commercial deployments of the technology in China.

    In addition, the Institute has expressed an interest in establishing a HomeGrid Forum Certification facility at its Shanghai labs, adding a third point of call for silicon and system vendors to certify their products in the region after Shenzhen and Taipei.

    “Welcoming China Telecom Shanghai Research Institute as our newest member is fantastic. We look forward to gaining its invaluable insight and perspective into the Chinese and Asian markets as we continue to expand our presence in the region,” HomeGrid Forum president Donna Yasay said.

    G.hn is the gigagbit home networking technology designed to utilize multiple existing last mile connections including coaxial, copper pairs, powerline and plastic optical fiber.

    China Telecom taps Silver Peak for managed SD-WAN services

    China Telecom has forged a partnership with Silver Peak to provide its multinational enterprise customers with fully-managed software-defined wide area networking (SD-WAN) services using Silver Peak’s Unity EdgeConnectSP and Unity Boost SD-WAN products.

    The collaboration enables China Telecom to deliver managed SD-WAN services, including security services, SaaS optimization, cloud application performance, visibility and control to its large enterprise customers as well as existing enterprise customers with connectivity requirements.

    The partnership is signed between Silver Peak, a developer of SD-WAN technology and hybrid WAN products, and China Telecom Shanghai Ideal Information Industry Group, a wholly owned subsidiary under China Telecom.

    China Telecom Shanghai Ideal Information Industry is also partnering with Westcon-Comstor, a global distributor for Silver Peak, to help distribute the product globally.

    Westcon-Comstor has integrated EdgeConnectSP into China Telecom’s NetCare unified customer network monitoring and management platform using the EdgeConnect RESTful API. This enables China Telecom to offer real-time and proactive managed SD-WAN service monitoring and management to existing and new clients, according to Sliver Peak.

    “We are excited to partner with one of the world’s largest service providers, China Telecom, to bring fully managed tiered SD-WAN services to multi-national enterprises that are struggling with management challenges associated with cost effective global connectivity while maintaining WAN performance and security” said Shayne Stubbs, vice president service provider and cloud at Silver Peak.

    Stubbs said the new managed SD-WAN services help China Telecom cost effectively address the international connectivity, performance and security requirements for multinationals based in China seeking to expand out of region.

    Silver Peak’s SD-WAN solution also enables China Telecom to offer “tiered” managed SD-WAN services, including SLA-based performance for on premise and cloud-hosted applications, the executive added.

    He described the partnership with China Telecom as a “very strategic” move for Silver Peak’s expansion into the service providers market.

    In addition to China Telecom, Silver Peak has also worked with a handful of such service providers – including NTT Communications, Hyundai HCN in South Korea, TeliaSonera Finland and Interoute – to deliver managed SD-WAN services.

    China Telecom to expand JV with AT&T

    China Telecom has agreed to extend its partnership with AT&T to cover the development of more advanced network services for multinational companies operating in China.

    The operators have signed a framework agreement to explore ways to develop new IoT, cloud-based big data, VoLTE roaming and SDN based services.

    AT&T, China Telecom and Shanghai Information Investments entered a joint venture in 2000, Shanghai Symphony Telecommunications (SST). The companies now plan to expand the scope of SST as well as the locations it serves.

    Under the agreement, China Telecom and AT&T aim to help establish industry standards for SDN, explore ways to collaborate on IoT platforms and solutions, launch bilateral roaming tests and explore the potential of VoLTE roaming.

    “Working with AT&T, China Telecom is creating future business solutions that use enterprise mobility, cloud, IoT and other technologies,” China Telecom executive director and EVP Gao Tongqing commented.

    “Global businesses have to be innovative and agile to succeed today. Growing our relationship with China Telecom, AT&T is helping multinational customers have consistent access to the advanced solutions they need in China,” added Thaddeus Arroyo, CEO of AT&T Business Solutions and International segment.

    China Telecom aims to make Shanghai a gigabit city

    China Telecom’s Shanghai branch Shanghai Telecom plans to deploy the first commercial FTTH network in China using 10G PON technologies, and aims to provide full 1Gbps fiber coverage across Shanghai over the next three years.

    Shanghai Telecom has contracted Huawei to help with the rollout, which marks an important step towards making Shanghai China’s first gigabit city, the vendor said.

    Shanghai Telecom was providing 1Gbps access for 269 communities in the city, and through the deployment aims to increase the average access rate for its network from 50Mbps to 280Mbps by the end of 2018.

    The operator is using its high-speed network to offer a range of home broadband services, such as multi-channel 4K video streaming, video calls and conferencing an video-based smart home services.

    Under the latest rollout, the company is adopting Huawei optical line terminals (OLT) and optical network terminals (ONT) capable of providing gigabit convergence, 4K video streaming to 16,000 concurrent households over a single subrack, 8K video streaming, VR applications and smart home services.

    Separately, Nokia has announced it has secured a contract to deploy millions of ONT home gateways in 29 provinces across China for China Mobile.

    China Mobile plans to deploy home gateway units based on Nokia’s solution to over 30 million users this year, and use established FTTH networks to extend internet coverage in the home and enable IoT communications between devices and sensors.

    “China Mobile is progressing fast as a converged telecommunications operator — with more than 31 million FTTH subscribers — and has proven it can successfully leverage its extensive fiber access network to deliver ultra-broadband applications such as 4K TV services and Gigabit access to customers across various provinces.,” IDATE principal analyst Roland Montagne commented.

    “With the addition of intelligent home gateway technology, China Mobile will be able to further differentiate its services, providing consumers with enhanced internet coverage in the home and a more seamless experience for connecting various devices and sensors.”

    China Telecom, Huawei lead group exploring AI in networks

    China Telecom and Huawei will lead a new industry working group exploring the use of AI in the deployment and optimization of telecoms networks.

    The European Telecommunications Standards Institute’s (ETSI) Industry Specification Group on Experiential Networked Intelligence (ISG ENI) held their first meeting last week, electing a new chair and vice chair.

    Huawei UK’s Raymond Forbes has been selected as chairman and China Telecom’s Haining Wang will serve as vice-chair.

    Other members of the group include Samsung, the China Academy of Telecommunications Research of MIIT, Verizon UK and Samsung R&D Institute UK.

    Forbes said the purpose of the group is to “improve operators’ experience regarding network deployment and operation, by using AI techniques.”

    Wang added that while SDN, NFV and network slicing technologies are helping networks become more flexible, the complexity of network management is not being reduced, but merely transferred from hardware to software. Experimental Networked Intelligence helps to address this complexity.

    ETSI ENI will work with other major standards groups including ETSI NFV, ETSI MEC, ETSI NGP, IETF, MEF, 3GPP and BBF on the development of the industry specification, and is inviting new members to join the group.
