    Phnom Penh is taking significant steps to elevate its food safety and processing capabilities through a new collaborative training initiative. The Ministry of Industry, Science, Technology and Innovation (MISTI) in Cambodia, in partnership with the Embassy of Singapore, has commenced a five-day program designed to improve food safety, boost agro-processing, and help Cambodian businesses produce export-ready, high-quality goods.

    This initiative, held at the Cambodia-Singapore Cooperation Centre, provides specialized training for Cambodian officials. The curriculum focuses on essential areas such as food safety management, preservation techniques, value addition, and sustainable production practices, aiming to strengthen the country’s food sector from farm to market.

    Strengthening Consumer Trust And Market Competitiveness

    Minister of Industry, Science, Technology and Innovation Hem Vanndy emphasized that robust food safety systems are vital for protecting public health and fostering consumer confidence. Such improvements also play a crucial role in enhancing the competitiveness of both industrial players and small and medium-sized enterprises (SMEs) within the market. Vanndy noted that investing in food safety safeguards consumer well-being today and bolsters Cambodia’s long-term reputation and economic future.

    The minister highlighted key priorities, including reducing post-harvest losses, adopting modern processing and packaging technologies, adhering to international standards, and promoting resource-efficient production methods. These efforts are expected to support Cambodia’s economic transition from basic production towards higher-value manufacturing, opening new avenues for local producers to reach regional and international consumers.

    A New Phase of Bilateral Cooperation

    Steven Pang Chee Wee, the Ambassador of Singapore to Cambodia, stated that this training program was developed specifically to address MISTI’s priorities, marking a new chapter in bilateral capacity-building cooperation. This marks the first customized course under the Singapore Cooperation Programme to be hosted at the Cambodia-Singapore Cooperation Centre, setting a precedent for future tailored collaborations between the two nations.

    The ambassador acknowledged Cambodia’s abundant agricultural output, noting that it presents considerable opportunities for increased value creation through enhanced processing, preservation, and food safety protocols. The course also supports MISTI’s broader objective of strengthening Cambodia’s National Quality Infrastructure, encompassing standards, metrology, accreditation, and laboratory testing. This systematic approach will help local micro, small, and medium enterprises improve product quality, enabling them to better access regional and international markets. The Cambodia-Singapore Cooperation Centre, established in 2002 and upgraded in 2018, has already provided capacity-building programs to over 19,000 Cambodian government officials, underscoring the long-standing partnership.

    Ireland recalls Vietnam’s Hao Hao noodles over food safety concerns

    The Food Safety Authority of Ireland has recalled some batches of Acecook Vietnam’s Hao Hao and ‘Good’ branded noodles for containing banned substances.

    On Aug. 20, the Food Safety Authority of Ireland (FSAI) announced that batches of Hao Hao and Good noodles are being recalled owing to the presence of ethylene oxide – an illegal pesticide.

    Ethylene oxide is not authorized for use in foods in the European Union (EU), of which Ireland is a member.

    There are three products in the FSAI’s recall list, two of which are from Acecook Vietnam, a shipment of Hao Hao spicy and sour shrimp noodles with an expiry date of Sept. 24, 2022 and Good noodles with an expiration date until Nov. 10, 2022.

    Besides, China’s Yato seafood noodles, with an expiration date of Nov. 30, 2022, were also revoked by Ireland.

    According to the FSAI, the consumption of products contaminated with ethylene oxide does not pose an acute hazard to the user, but could lead to other long-term health problems. Therefore, the agency recommends minimizing exposure to this substance.

    The Ministry of Industry and Trade (MoIT) on Saturday morning said it had sent a request to Acecook Vietnam JSC to promptly report on its production processes and procedures, and explain the difference between products consumed domestically and those exported.

    In addition, the MoIT is also reviewing the entire list of products distributed by Acecook Vietnam countrywide, checking and clarifying production processes and identifying violations.

    An Acecook representative said: “We are conducting a meeting and will have an official announcement for consumers soon.”

    Vietnam presently has approximately 50 companies producing instant noodles, including both domestic and foreign. Currently, instant pho and instant noodles made in Vietnam are present in more than 40 markets.

    A group of leading companies across the global food supply chain announced a major blockchain collaboration with IBM intended to further strengthen consumer confidence in the global food system. The consortium includes Dole, Driscoll’s, Golden State Foods, Kroger, McCormick and Company, McLane Company, Nestlé, Tyson Foods, Unilever and Walmart, who will work with IBM to identify new areas where the global supply chain can benefit from blockchain.

    Every year, one-in-ten people fall ill – and 400,000 die – due to contaminated food.* Many of the critical issues impacting food safety such as cross-contamination, the spread of food-borne illness, unnecessary waste and the economic burden of recalls are magnified by lack of access to information and traceability. It can take weeks to identify the precise point of contamination, causing further illness, lost revenue and wasted product. For example, it took more than two months to identify the farm source of contamination in a recent incidence of salmonella in papayas.**

    Blockchain is ideally suited to help address these challenges because it establishes a trusted environment for all transactions. In the case of the global food supply chain, all participants – growers, suppliers, processors, distributors, retailers, regulators and consumers – can gain permissioned access to known and trusted information regarding the origin and state of food for their transactions. This can enable food providers and other members of the ecosystem to use a blockchain network to trace contaminated product to its source in a short amount of time to ensure safe removal from store shelves and stem the spread of illnesses.

    Dole, Driscoll’s, Golden State Foods, Kroger, McCormick and Company, McLane Company, Nestlé, Tyson Foods, Unilever, Walmart and others are now coming together with IBM to further champion blockchain as an enabling technology for the food sector. Together they will help identify and prioritize new areas where blockchain can benefit food ecosystems and inform new IBM solutions. This work will draw on multiple IBM pilots and production networks in related areas that successfully demonstrate ways in which blockchain can positively impact global food traceability.
