This collaboration is targeted not only for mutual benefit, but also to stimulate regional and global development.

    Requested Assistance from Rosatom

    Chinh has sought Rosatom’s assistance for strategic initiatives such as the Ninh Thuan 1 nuclear power plant and the Centre for Nuclear Science and Technology Research.     Government seeks monopoly over nuclear power

    The government wants to retain its monopoly over nuclear power, proposed amendments to the Electricity Law show.

    The government wants to exclusively build nuclear power plants as these are considered critical to national security, Minister of Industry and Trade Nguyen Hong Dien said as he presented the amendments to the National Assembly Monday.

    The construction, operation and decommissioning of the plants and ensuring their safety must comply with the Atomic Energy Law and other relevant regulations.

    The plans for nuclear power generation must be integrated into the national power development plan to ensure energy security.

    Nuclear plants are required to use proven technologies.

    The government will create mechanisms for the investment, construction and operation of the nuclear plants.

    PM Pham Minh Chinh recently instructed government agencies to study the development of nuclear power and make amendments to the National Power Development Plan to include it.

    In 2009 the government had announced plans to build two nuclear power plants in the south-central province of Ninh Thuan at a cost of several billion dollars, but the National Assembly shot down the proposal in 2016 saying they were unaffordable.

    Nuclear energy, an option for Vietnam in the long run

    Clean and reliable nuclear energy could help Vietnam meet its growing power demand over the long term and ensure its development is not derailed, experts say.

    Prof Sheldon Landsberger of the University of Texas at Austin, the U.S., an expert in nuclear and radiation engineering, said: “With a population of nearly 100 million people, Vietnam will need a lot of energy. The country has to figure out what is the best way of getting electricity.”

    It is crucial for Vietnam to sustain the growing standard of living of its people and have competitive industries, he said.

    While renewable energy sources such as solar and wind could be unreliable depending on the climate, nuclear plants could work 24 hours on all 365 days a year, he pointed out.

    It is a stable source like coal, and enables electricity storage as well, he said.

    However, unlike coal, nuclear energy is free from carbon emissions and does not pollute, he said.

    Talking about the status of nuclear energy around the world, he said it is “very mixed” with parts of Western Europe planning to continue with it but others phasing it out.

    The world would run out of coal and gas, maybe later this century, Landsberger said.

    “For that reason, Vietnam, like other countries, has to look not five or 10 years down the road but 30 or 40 years.”

    Dr. Steven Biegalski, nuclear and radiological engineering, and medical physics program chair, Georgia Institute of Technology, the U.S., said in his country nuclear power is still coming out on top today. Americans are seeing a significant reduction in using coal and natural gas, two main competitors of nuclear energy.

    Dr. Sama Bilbao y Leon, director-general, World Nuclear Association, said nuclear energy could help ensure not only the grid stability of a country but also produce heat used in industrial processes and transportation. With this, countries could decarbonize various sectors, she said.

    Vietnam could also use nuclear energy to produce fresh water, something that Middle Eastern countries are looking into, she said.

    Prof Ken-ichi Fukumoto of the Research Institute of Nuclear Engineering, University of Fukui, Japan, said nuclear power is a realistic solution for Vietnam to ensure power supply.

    In fact, despite the Fukushima accident in 2001, Japan still uses nuclear energy because it is reliable and reduces carbon dioxide emissions, he said. However, new plant development is now restricted as the public are concerned about their safety.

    Germany, despite abandoning nuclear power at home, buys nuclear power from neighbor France, he pointed out.

    Author of “A Question of Power: Electricity and the Wealth of Nations,” Robert Bryce, said Vietnam, like other developing countries in Asia, is seeing rapid growth in electricity demand and should include advanced nuclear reactors in plans to expand its electric grid.

    There are several challenges to building new nuclear reactors, including cost, the time required and fuel production and disposal, but if Vietnam is to help reduce global greenhouse gas emissions, it should include nuclear in its electricity portfolio, he said.

    Jennifer Gordon, a senior fellow at the Global Energy Center, Atlantic Council, the U.S., said it is now an important time for Vietnam to start discussions about investment in nuclear energy.

    In 2009 Vietnam had planned to build two nuclear power plants in the south-central province of Ninh Thuan at a cost of several billion dollars, but the National Assembly shot down the proposal in 2016 on cost grounds.

    Vietnam would not build old types of reactors if it is starting a nuclear program now, Gordon pointed out. To ensure safety, the newer types of reactors shut down automatically without human management, she said, citing the example of the sodium-cooled fast reactor.

    “Advanced reactors are in development that should be taken into account by Vietnam.”

    Landsberger said in Vietnam, nuclear energy could be a combination with wind, solar and tide.

    Vietnam should keep in mind that the climate is changing and so being dependent on renewable energies, including hydropower, would be shortsighted, he said, suggesting that Vietnam should consider a baseload, or the minimum amount of electric power delivered, of 30-40 percent from nuclear plants.

    South Korea and Japan are good examples of successful economies partly thanks to nuclear energy development, he said. They have steady electricity prices over long periods of time and do not have to rely on other countries, he pointed out. Vietnam should look at all areas of energy and choose the best path forward based on economics, he said.

    Speaking about costs, he said nuclear power would be expensive, but Vietnam should weigh all factors. For instance, people would have health expenses if the country has pollution (caused by fossil fuels), and Vietnam could get a lot of support as a developing country from the International Atomic Energy Agency.

    “Nuclear power is a very long-term plan.”

    Biegalski said there is a significant and earnest desire in the U.S. to look at the next generation of nuclear power technologies.

    He said he understood there is a fear in various countries after the accident in Fukushima, but when people look at the data they would see no one died as a result of the reactors, whereas the tsunami claimed 15,000 lives.

    Leon said small modular reactors offer an advantage since they are scalable.

    Fukumoto said it is desirable to examine the latest technologies if Vietnam is considering nuclear energy. Small modular reactors, which are being opted in the U.S, Canada and Japan, offer greater economic benefits and have higher safety standards including in the disposal of nuclear wastes and while decommissioning, he said.

    Bryce said nuclear energy is the safest form of electricity generation, adding that Vietnam, like other countries, would need to adhere to safety protocols around the handling of nuclear materials and operation of nuclear plants.

    Biegalski said Vietnam needs to build regulatory frameworks and develop a workforce before producing nuclear power. So it should start investing in training programs in universities, he said.

    “It is a long process; it is not like you can turn a switch and it happens today.”

    Landsberger said Vietnam needs to invest in nuclear engineering programs to train technicians, reactor operators, regulators, and environmental scientists. It should have an open discussion about the public health benefits of nuclear power compared to burning fossil fuels, he said.

    Fukumoto expressed optimism that Vietnam and Japan could begin cooperation in training that had been discussed before when the projects in Ninh Thuan Province were under consideration.

    It is necessary for the Vietnamese government and other related stakeholders to have a deep understanding of nuclear power generation and Japan’s experience, he said.

    Leon said when a country wishes to develop nuclear energy, there is a lot of international support and co-operation, and newcomers could learn best practices from other countries that have effective nuclear power programs.

    Leon said if people in Vietnam and other countries feel uncomfortable about using nuclear energy after the Fukushima accident, it is completely reasonable.

    So, if the Vietnamese government is looking at nuclear energy, the first thing that needs to be done is talking to the public, making sure people understand the facts about nuclear energy, she said.

    “There should be a consensus on how Vietnam wants to move forward with different energy choices.”

    Vietnam advised to restart nuclear energy program

    With its energy deficit rising every year, several experts are advising Vietnam to reconsider the shelved nuclear power program. Nuclear energy is one of the recommendations made by experts as the Industry and Trade Ministry (MoIT) gathers public inputs for its 2021-2030 National Energy Master Plan.

    Tran Xuan Hoa, Chairman of the Vietnam Mining Technology Association, said that as Vietnam’s net energy imports continue to rise, it is getting harder and harder to find sources that would allow the country to access stable energy sources to meet its socio-economic development goals.

    A restart of the nuclear development program should be included in the national master plan, he said, adding that compared to other types of energy currently available, nuclear energy was “still relatively safer and low-priced”.

    This is the first time that Vietnam is working on a comprehensive national energy master plan. Prior to this, energy plans were made on a piecemeal basis, that is, for each individual energy sector.

    Hoa said Vietnam had in 2016 approved a nuclear power development plan which would build two plants with a designed capacity of 4,000 MW per year in the southern province of Ninh Thuan. Work on the plants was set to start the same year.

    However, in November 2016, the National Assembly decided to suspend all nuclear development until 2030, saying it wanted to allocate capital for coal and gas, modernizing infrastructure to boost socio-economic development and adapting to climate change.

    Nuclear energy is mentioned in the draft master plan released for receiving feedback, but it envisages the development of this energy to begin after 2035. The draft envisages national nuclear power capacity reaching 1,000 MW by 2040 and 5,000 MW by 2045.

    “We have halted nuclear production for many reasons, but a restart should now be considered. Unfortunately, in the short term, the national energy plan has not mentioned anything about nuclear development,” Hoa said.

    Nguyen Anh Duc of the MoIT’s Institute of Petroleum said tapping alternative sources of energy should be a key consideration as coal, oil and gas reserves get depleted.

    Since 2015, Vietnam has shifted from being a net exporter to a net importer of energy. Imports of coal, and oil and gas, two sources of raw materials that account for a major proportion of the country’s primary energy supply, have been rising steadily during this period, an MoIT report has said.

    While Vietnam targets extraction of 50-56 million tons of coal per year, the Vietnam National Coal and Mineral Industries Group (TKV) has only been able to achieve 45 million tons per year as it is having to dig deeper and deeper to access the mineral. The rest is imported to ensure sufficient supply for electricity development, consumption, and production needs.

    Vietnam has spent around $2.6 billion on importing 36.5 million tons of coal in the first seven months of this year, up 50 percent in volume year-on-year, according to Vietnam Customs.

    As for gas, currently most 2020 targets have been met or exceeded, save for liquefied petroleum gas (LPG) production, at only 50 percent; while processing, storage and distribution providers have only been able to meet 25 percent of the country’s petrochemical processing demand this year, Duc said.

    Production is currently at around 9-10 billion cubic meters, but this is expected to decrease after 2023 when output declines at most oil and gas fields being exploited now.

    To resolve this, the government needs to find ways to ease bottlenecks for investment in gas exploitation. “Procedures, legal corridors, and policy mechanisms for the oil and gas sub-sector need to be set out in detail in this comprehensive energy plan to attract investment in exploration in deep and remote waters,” Duc said.

    Vietnam will have to import 1-4 billion cubic meters of liquefied natural gas a year in 2021-2025 to meet growing power demand, the MoIT assessed in a report released last year.

    Hoa said that two years ago, the solar power feed-in-tariff (FIT) was very attractive at a fixed 9.35 cents a kWh. Now, it has decreased to 7.09-8.38 cents per kWh, depending on the type of investment. Given falling renewable energy prices, the national master plan should promote the development of this type of energy over others, he added.

    Data released by national utility Vietnam Electricity (EVN) shows that as of June-end this year, 5,482 MW of solar power capacity had been installed, accounting for 9.5 percent of the country’s power sources. By mid-August, there were nearly 45,300 rooftop solar power projects operating with a total capacity of 1,029 MWp, an output of about 500,692 MWh.

    According to Tai Anh, Deputy General Director of EVN, as long as renewable energy accounts for less than 20 percent of national capacity, the power grid will not need additional investment.

    But if it does, then the system will require many new solutions such as additional storage batteries to maintain balance, and money would have to be set aside to deal with environmental impacts when renewable energy machinery expires, inflating costs, he said.

    “If Vietnam wants to raise its renewable energy capacity, how much we can afford to subsidize and how much the economy can withstand are factors needed to be considered carefully before making an appropriate choice,” he said.

    Dr. Nguyen Ngoc Hung of the MoIT’s Institute of Energy said Vietnam’s new comprehensive national energy plan also needs to set up clear incentivizing mechanisms, especially in terms of energy prices, if the country wants to attract private sector investment.

    “Most businesses dare not invest in coal mines, deeming the risks too great,” he said.

    Nguyen Thuong Lang of the MoIT’s Institute of Commerce said energy prices are set by the Ministry of Finance, and unless businesses are allowed to set prices according to market forces, it would be very difficult to make effective feasibility appraisals of potential energy projects.

    So far, no market price mechanism has been mentioned in the MoIT’s draft energy master plan, he noted. Lang said that the roles of the state and the private sector will have to be redefined and the market allowed to decide prices, which will be more efficient. As Vietnam’s economy transforms rapidly, prices should be allowed to match changes in the country’s economic structure, he added.

    Pointing to the fact that no truly large-scale energy project has been started in the last five years, Hoa said that the reason why businesses do not dare to invest is the lack of a market mechanism, with many energy sectors still having prices set by the Ministry of Finance.

    “Therefore, it is necessary to get the energy sub-sectors to coordinate with the Government, localities and enterprises to resolve this issue,” Hoa said.

    Deputy Prime Minister Trinh Dinh Dung had said at the Vietnam Energy Summit 2020 in July that Vietnam needs another 5,000 MW in power plant capacity by 2025, which will cost it around $7-10 billion each year.

    Vietnam currently relies largely on hydropower and thermal power for its electricity needs, but its hydropower potential is almost fully exploited and oil and gas reserves are running low.

    Coal-powered plants accounted for 36.1 percent of electricity supply last year, followed by hydropower at 30.8 percent, according to the Vietnam Energy Association.

    The MoIT plans to incorporate feedback on the draft National Energy Master Plan and submit its final version to the Government by the end of this year.
