    With Thailand experiencing rapid advancements in mobile connectivity, telcos have become key partners in ensuring that digital services reach all corners of society, including underserved and marginalized populations.

    However, as Thailand undergoes a major digital transformation, senior citizens are at risk of being left behind due to a lack of digital literacy. With around 13 million people aged 60 years or older in a population of 66.05 million, the country is already grappling with the challenges of an aging society. According to the e-Conomy SEA Report 2022, Thailand’s digital economy is expected to reach USD 53 billion by 2025, with a 15% compounded annual growth rate (CAGR), and is projected to double from approximately USD 100 billion to USD 165 billion by 2030.

    Despite these advancements, less than 15% of people aged 75 years or older have internet access in Thailand, as reported by the International Telecommunication Union (ITU). In contrast, the internet access rate among seniors in more developed regions like Hong Kong and Japan is significantly higher. The National Statistical Office’s survey indicated that while 62.1% of the elderly aged 60 years or above have internet access, 37.9% still do not.

    Additionally, 84.3% of Thai seniors have access to smartphones, but those living in rural areas face greater challenges; 44.2% lack internet access, and 18% do not have access to smartphones. This digital divide underscores the need for targeted efforts to improve digital literacy among older adults, ensuring they can engage with the increasingly digital economy.

    Thai telecom companies are actively bridging the digital divide by expanding network infrastructure to rural areas, ensuring underserved communities have access to digital services. AIS, Thailand’s largest mobile operator, has led efforts in rural network expansion by installing mobile towers in remote areas and providing affordable data plans. These initiatives ensure that rural populations can benefit from high-speed internet, supporting online education, healthcare, and economic opportunities.

    True Corporation’s (True) initiatives focus on delivering affordable, high-quality internet to underprivileged schools and communities. True has donated high-speed internet to schools in remote regions, provided low-cost internet packages, and collaborated with the government to distribute digital devices.

    State-owned NT and dtac have also played a key role in fostering inclusivity. NT has expanded internet access through its involvement in smart city and village connectivity projects, ensuring that even remote villages can access government digital services.     Among these, the D4D APP PORTAL serves as a comprehensive application center that includes tools like InfoPage for All, which provides essential information on support centers; and My Mood for All, a mental health assessment system.

    Thai developers have created apps that use AI to translate sign language into text and speech in real-time. These tools help bridge the communication gap between hearing-impaired individuals and the wider population.

    Developed by the Department of Land Transport, the “Taxi OK” app includes accessibility features for passengers with disabilities. It allows users to book wheelchair-accessible taxis and provides drivers with instructions to assist passengers.

    Such initiatives highlight how technology can be harnessed to foster a more inclusive society, enabling individuals with disabilities to thrive in a digital-first world.

    The implications of Thailand’s inclusivity initiatives extend beyond individual empowerment; they have the potential to enhance the country’s overall sustainability.     The new company will be a leading telecommunications service provider with capabilities to accelerate Thailand’s progressive digital technology agenda in terms of network performance, innovation, investment strength and employer brand.

    If the transaction proceeds, it will consist of a voluntary tender offer (VTO) subject to satisfaction of conditions for all outstanding shares of dtac and True, followed by the amalgamation of dtac and True creating a new company. The VTO price for dtac will be THB 47.76, which represents a 25 percent premium to the one-month VWAP for dtac shares, and the VTO price for True will be THB 5.09, which represents a 25 percent premium to the one-month VWAP for True shares. The agreed exchange ratio is 10.221 True shares per dtac share. The outcome of the VTO will determine the final equalized ownership percentage between C.P. Group and Telenor Group.

    All shareholders of dtac and True will have the choice of participating in the tender offer or continue as shareholders in the combined company, which will be listed on the stock exchange of Thailand. The combined company faces a challenging operational environment over the next years and C.P. Group and Telenor Group recognize that not all shareholders may want to participate in this journey, which is why a cash alternative at an attractive premium is offered. The involved parties aim to reach the necessary agreements by Q1 2022.

    The current operations of True and dtac will continue to run their businesses independently until the transaction is completed. The transaction will be subject to approvals by relevant boards and shareholders and customary regulatory approvals, and the parties acknowledge that there is no certainty as to the completion of the transaction.

    Thailand’s National Broadcasting and Telecommunications Commission has finalized the proposed terms of next month’s 700-MHz auction, and has briefed the prime minister on the progress with the sale.

    The regulator plans to commence the sale of three slots of 700-MHz spectrum on June 19,.

    The three slots will each have a base price of 17.584 billion baht ($555.05 billion) for 10MHz of bandwidth, which can be payable in up to 10 installments.

    Last month the NBTC announced relief measures for the three owners of 900-MHz licenses by agreeing to split the license fees into 10 installments instead of the current four. But a condition of taking advantage of the larger number of installments will be purchasing one of the 700-MHz slots.

    According to the report, the three 900-MHz license holders – AIS, TrueMove and dtac – have expressed an interest in taking advantage of the relief measures, but are waiting on more terms of the 700-MHz allocation before making a decision.

    But True Move has previously indicated it does not plan to take part in the 700-MHz auction, although it has been pushing for an extension on its 900-MHz license payments.

    Proceeds from the sale will be used to compensate six digital TV broadcasters which have agreed to return their licenses to the regulator.

    A public hearing on the draft terms of the 700-MHz allocation will be held next week.

    True Move told to consider compensation over data leak

    Thai telecoms regulator NBTC has instructed mobile operator True Move H to assess the impact of its recent personal data leak and offer compensation to any affected customers.

    The regulator also plans to conduct a formal investigation into the incident and consider imposing punishments, and issue a letter demanding that mobile operators take appropriate steps to prevent similar breaches in the future.

    A security researcher recently revealed that the identity documents of up to 45,736 customers of True subsidiary iTrueMart had been exposed by being stored in a publicly-accessible Amazon S3 data bucket. The company also took more than a month to finally make the cache of files private.

    Researcher Niall Merrigan discovered the cache by scanning certificate transparency logs created when someone creates a new security certificate.

    Yet True Move H and parent True Corp are continuing to characterize the action as a data breach. A True Corp executive told that the company is considering taking legal action for hacking the data from the system, stating that he used “special tools to access data which he has no right to get into.”

    But a cloud expert noted that because the default setting for the AWS S3 service is private, True had to have intentionally set the data to public.

    True customers’ identity records exposed in data leak

    Thailand’s True Corp has fixed a data leak involving the exposure of identity records on up to around 45,000 of its customers.

    Security researcher Niall Merrigan discovered personal data on customers of True Corp’s e-commerce subsidiary iTrueMart (now WeMall) stored in a public-facing Amazon S3 bucket in March.

    The 32GB data cache included 45,736 files, consisting mainly of JPG and PDF scans of identity documents including scanned ID cards, drivers licenses and possibly passports.

    In a blog post, Merrigan said he informed True Corp’s mobile unit True Move H about the breach on March 10, but the company took no action until he went to the media in early April. The files were finally made private on April 12.

    Merrigan indicated that True Corp seems to be misrepresenting the incident as a hack, but there was no security on the data bucket and anybody could have found and downloaded all the files.

    Telecoms regulator NBTC is investigating the incident, and may impose penalties on True Corp for exposing customer information. The stored identity records may have been collected as part of the Thai government’s mandatory SIM registration scheme, which has already been a target of identity thieves and has been opposed by privacy advocates.

    NBTC backs down on financial relief for AIS, True

    Thai telecoms regulator NBTC has backed down on its recommendation of providing financial relief for mobile operators AIS and TrueMove in the face of criticism from academia and the public sector.

    The regulator will no longer support a plan to provide relief from the operators’ 900-MHz license payment obligations.

    The ultimate decision will be down to the National Council for Peace and Order (NCPO) and the government, but the NBTC will not oppose a plan that would ease the financial burden of digital TV operators but leave 900-MHz license winners out.

    AIS and TrueMove both petitioned the NCPO in September requesting assistance in easing their license payment terms. The NBTC had drawn up a proposal to grant five year extensions for the payments of the final 900-MHz license payments, but the proposal was controversial.

    TrueMove noted that the winning prices of the 2015 900-MHz spectrum auction were six times higher than the reserve price and the highest in APAC, and has warned that without financial relief the company will have limited capital for investment in services including 5G and the IoT. The company could also be hampered in its participation in the upcoming 1800-MHz auction.

    AIS has likewise argued that relaxing the 900-MHz payment scheme would allow the company to invest in expanding and upgrading its mobile network, benefiting consumers.

    Thailand’s True Corporation has selected Comarch to help the operator overhaul its loyalty management services.

    True – parent company of mobile operator TrueMove H, ISP True Internet and cable TV provider TrueVisions – will use Comarch’s solution to replace its legacy in-house application True You.

    True You Loyalty is one of the most successful loyalty programs on the Thai market with around 11 million members. The operator has decided to replace its present application with a more future oriented and expandable solution to enhance flexibility and help support further growth.

    Comarch plans to complete the deployment in stages, with the first of these expected to be operational in the fourth quarter.

    In addition, the solution will be expandable in the future to allow for upgrades including gamification, business intelligence or managed hosting services.
